Bolorino reports he could fix the problem :
"I have solved the problem two hours ago
I did an network installation with the 2.2.20-9mdk kernel. Then I updated to the
2.4.21-0.25mdk with the same result: no boot and the same error.
I red again the docs about the problem, and downloaded the 2.4.22 kernel from
kernel.org.
Compiled, and again the same thing.
But finally I did the trick:
I booted with the 2.2.20-9 kernel and compiled the 2.4.22 for Athlon without SMP
and no APIC.... and was right!"

The system is a brand new ECS K7VMM mainboard, AMD Athlon XP 2100+ 
processor, 512MB PC2100 (DDR266) ram. All other peripherals (video, 
network, audio, etc.) all are onboard.

I can install Mandrake 8.2 fine. The 9.0 release has this problem. The 9.1 
RC1 has this problem.
