Look in ~/.openoffice/instdb.ins DefaultLanguage. Install the -l10n- package matching /usr/lib/openoffice/program/oo_xlate_lang -i <XX>. I'd prefer clean updates and keep user's defaults instead of nuking his ~/.openoffice when updating from 1.0.3 to 1.1.
