You are reading too many press releases. You missed the part, that MS is now requiring a license for any client connecting to their network. Also ~ in the name of "better security". That, of course, rules Gaim (and other free clients) out. The move was widely regarded as an attempt to close the network to non-MS clients.
They have the transport working, but if MS decides to enforce the rules, they will have to remove the support for the protocol.
