No.
If the card is ISA PnP then you can do the setup from Linux, either 
manually with isapnptools (works always) or with etherdrake (should work
always too, but in case something doesn't you still can manually edit
isapnp.conf).

The DOS utility was needed for the old *pre-PnP* jumperless ISA cards.
it was several years since the last of such cards stopped being sold.
