I know, this would probably cause some vi/emacs type war, but...

Could the "popular" terminfos be put in the standard ncurses package, and
have a ncurses-extraterms package or something with the less common
ones? That way you could have something like:
vt52,vt100,vt102,vt220,linux,xterm,rxvt in the default package, and if
people want the rest they can choose to add them?
