As a user of LIRC I can tell you that it would make no sense to build a rpm.
LIRC uses different external libraries to talk to the hardware it uses.  And it
only uses the libraries for the hardware you say you have.  You could turn on
all the different hardware types but that would make a ridiculous set of
dependencies.

And I'm sorry for my delayed response.  I was on vacation and I'm just getting
caught up.
