[Cooker] error: your system is not able to compile a small KDE application

Hello
        I wonder whether someone could tell me how to compile old kde
applications on 7.2.
So far the only thing I can get is:

checking for KDE headers installed... configure: error: your system is
not able
to compile a small KDE application!
Check, if you installed the KDE header files correctly.  


        Any/all help will be appreciated.
