You should use my popular all_rsync.pl perl script from:

The readme.html contains full instructions.

This has the advantage over raw rsync of not downloading non-English
RPMs (saves 528 MB on a Cooker download) and cleverly renaming
existing local RPMs so that rsync only needs to do a patch run rather
than a complete download.  Downloading is therefore very quick, and
becomes quite practical on V90 setups.
