There are three cases:
(1) the bug is assigned to a guy who gives importance to the package
maintainance, and you'll get a pretty quick response ;
(2) the bug is assigned to a guy who thinks that only his development
involvements are important, and you'll get no answer, never ;
(3) the bug is assigned to a "team" (such as "install" or "kernel"), in
which case the teams are most of the time burried under bugreports,
and percentage of answers is very low (no answer when fix is easy or
fix is impossible / answer when the bug is important and we need more
information to fix the bug) ; this is mainly due to the fact that many
bugs are duplicated, and we have limited amount of time each day to
spend in their work.
We understand that this is frustrating for the user-side, but this is how
most free-software projects do work; mainly, the problem is because
quality of bugreports is very low and/or it's very hard to get good
quality answers to our questions (good quality means "short and
informative"). If you ever post a bugreport to the Linux kernel mailing
list, you'll have the same level of answers.
