Note the dates printed in french for the #2 example. I guess only Pablo
could explain to us how could one part be translated according to one
envvar, the other one according to the other :-).

As far as I see, you need to tell your console that it has to handle some
UTF8 characters.
xterm(1) has:
-lc This option sets the encodingMode resource as ``locale'', which makes
xterm interpret incoming data as encoded by
encoding specified by LC_CTYPE locale. You will need a Unicode font.
This mode is default under LC_CTYPE locales
other than UTF-8 and ISO-8859-x. This mode is not available for
non-internationalized OSes. Note that UTF-8 and
ISO-8859-* can also be used under this mode if you configure LC_CTYPE
locale properly. This sets wideChars as a
side-effect. See -8, -en, and -u8 also.
