Because your system is installed in French, that is, unless you redefine
it trough the variables it is in French.
In exemple 2 you redefine LANGUAGE=en but LANGUAGE is only to tell the
catalog name to use for translations done with gettext.
Dates are done with strftime(), and their localisation is defined with
LC_TIME variable.
On third example you defined LC_ALL which has the effect to redefine all
LC_* variables.
Note that locale 'en_EN' does not exist. However glibc is smart, and
in case 'xx_YY' doesn't exist, it will try again with 'xx'.

I now use UTF-8 for the text of rpm package descriptions.
The real solution will be to have the program displaying them do the
conversion from UTF-8 to whatever the user is using, it has already been
done for various tools: DrakX, rpmdrake,... apparently not yet for rpm
command line tool; I'm not familiar enough with its code to see where is
the place to do the change (it is a quite small patch to do, but you must
know where to do it :) )
