This Whole thing comes under the "forest for the trees" problem
the Menu should be as flat as possible and as small as possible ie
Admin/Settings , Office , MutliMedia , Network , Internet , Toys
then have each submenu under 7 items.
Another thing to promote usability have scripts setup so you can type
obvious words in to get certain programs ie
Edit Paint Dialup Spread Word Slide TV Data Calc
