After investigating a bit, I can tell you, what's wrong. On one had mandrake
claims to be the most i18n'ed distribution, on the other hand they don't
care enoungh about non iso-8859 encodins :-(
I've switched most german translation to Unicode (the UTF-8 representation).
to get correct german quotation marks: ,, and ".
It seems python is unable to handle this. As a result the following
languages will (best case) only show nonsense or (worst case) result
in the behavior you saw:
