That's right, and I also complained about this.  But the issue back in
the day was that urpmi would fail if a file was already in the cache.
Granted, now it doesn't fail anymore, because it purges the cache.  But
what's the use of a cache if it doesn't cache anything?

IMO, urpmi should *NOT* delete the files from the cache by itself. Never
ever.  And there should be a command that does some cleanup.
