I was a WPER application layer developer, and lived through 
the horror of WPER/Win 5.1 and following; 

... I think WPER 5.1 or 5.1+ (text) was the last _really_
useable release -- Isn't what you are observing rather the
fall-out of Corel falling victim to the hidden API game by
Microsoft, as MS targetted WPER with mis- and partial-
information, as it displaced WPER with the graphical Word ?

The Corel folks got suckered with WPER/6x and -7x graphical.
That market segment is a classic example of Embrace, Extend,
and Extinguish implemented.
