first ntp RPM does not require basesystem. and of you do it for ntp then this Require is needed for every single package. Instead of adding it to every single package it is silently assumed that it is always installed. You may (want to) do it differently. In this case you strictly speaking leave Mandrake ground and this becomes off topic :-) If you have Mandrake distribution you have basesystem. If you have a collection of PRM you may do anything with this collection but it is unrelated to Mandrake. -andrej
