look at FSH (Filesystem Hierarchy Standard) about /root directory:

i see, this is only optional, not mandatory. i don't know, what wrote
linuxbase.org about this, site is currently down :(, but i think,
something similar.

result: /home/root is highly (imho) unstandard location. you
dot't must run 'rpm -e msec', but sets your system a little standard and
move root's home to /root :)
