Well, pedantically put it's neither. id released the Quake2 code under
the GPL. This is a port of that source code to the Linux platform, using
Linux libs, and with some enhancements. But it's NOT the Quake2 you got
off the shelf, since that's still commercial software; only the source
code for the executable has been GPL'ed, not the game data. So strictly
speaking this is a modified version of the original game's executable
that you can use with data files from the id game. On its own, it's
useless. This kind of thing is generally known in the gaming world
(particularly relating to id titles) as a 'source port'.
