Anyone who compiles drivers for a winmodem should be able to install the
kernel-source.

A better option would be to include binaries on the commercial sets and
MandrakeClub, and advertise the fact (see NVidia thread) on the download
edition (or rather in the case where urpm doesn't know about the
package, if it's possible to share the GPL CDs with the commercial sets).
