It's less of a problem in the graphical install, but in both text and graphical installs the user is potentially required to type things before keyboard selection. The most annoying is in the case of the diskette-based network install. But it's a critical problem when choosing passwords and setting up users. Unless I've been able to choose a keyboard at the beginning of the install process, I have to guess the mapping of the default keyboard to my physical one when I type things in. I use Linux in English, but on a French laptop. Unless I (as an uninitiated user) know beforehand that I need to also choose French (or, in fact, any second language), I can't choose a French keyboard during the install process. Since the installer allows *any* keyboard layout to be chosen, as long as more than one language was picked (very nice option!), why not have a keyboard selection as a part of all installs? At the very least, it would serve to confirm a user's configuration and allow them a chance to tweak if needed. For example, "US keyboard (international)" is a very useful choice -- but it isn't language dependant. Yet unless I've already chosen another language, I don't have that choice during the install. Always having a keyboard layout confirmation step as a part of the localization process seems natural. And placing it before the "License" step would further bind it with the language selection.
