We try to make sensible asumptions, according to the language people use, because it's not good to have too many dialogs. For languages in which we know that approximately 90% of the users use the same keyboard layout, we don't show the dialog. That's the case of american english. For other languages, we show the dialog (select french, for example -> because of people talking french in canada, switzerland, belgium).
