Depending on the language you choose, we take a decision:

- either we know that most (e.g. more than 90%) users use the
  same keyboard layout - in that situation, we auto-choose the
  keyboard for the first part of the installation, while of
  course we let people change it in the Summary step.
 
  this situation is overriden if user booted with "expert": in
  such a case, the keyboard is always asked.

- or we know that for the chosen language, people tend to use
  different keyboard layouts - in that situation we let the user
  choose between the most known keyboard for this language, or,
  clicking on "advanced", between all available keyboard layouts.

We know that it might not be perfect for everyone, and it seems
that it's the case for you, but sometimes to ease the install for
most users, we take a decision which can complicate it for a few
others..
