Actually, it doesn't. It asks what mouse you have, then it asks what security
level you want. 

I discovered, though, that if you click "Previous" from the security
selection page, it takes you to the page asking about the keyboard. So it
keyboard page _is_ there, but for some reason it gets skipped when moving
forward through the steps.

I tested this on two computers (a desktop and a laptop) with the same result. 

Should formally submit a Bugzilla report about it? (Sorry--I'm rough on 
Cooker list protocol.)
