I choose "English (American)" as a language which sets the keyboard to Qwerty. But I
use Dvorak, and I can't switch to that until the very end of the installation process.
It
would be useful to add the following selection to the Americas menu:
English (American) with Dvorak keyboard
which would be identical to "English (American)" except for the keyboard layout.
