You mentioned meatballs I think,.. I like making meatballs and what I use is
an small scoop similar to an ice cream scoop that has a scrapper on the
bottom to release the ice cream, meatballs ect.  this way, I get a
consistent size and it goes fast.  I believe most get these for making melon
balls and other balls for a fruit salad... Andy
As far as the manicotti stuffer, you may get it at a bed bath and beyond

I just used a small spoon or fingers when I made my meatball concoction and
filled it with that; usually, just ricotta cheese, and seasonings and add an
egg to the cheese, and fill away!
