I am totally blind and have been baking cookies for years.  I find that timing 
and my nose are the two best guides for knowing when the cookies are done.  I 
line my cookie sheets with parchment paper, so I don't have to grease them.  If 
the recipe says "10 to 12 minutes", I check them at ten minutes, by touching 
the top of the cookie gently with my finger tip.  If the cookie springs back, I 
know they are done.  If it doesn't then I leave them in for the remainder of 
the time before testing them again.
Because every oven is different, you need to test the cookies.  There is a 
certain fragrance to cookies that are done-hard to describe, but it is that 
warm, wonderful smell of baked cookies.
