In OSX, you have to actually have to turn sandboxing on. You do that under the 
Capabilities section of your Target. If it is sandboxed, you do not have access 
to Library/Audio/Presets without specifying an entitlement. You can do that in 
the same section by checking Music Folder under File Access. Allowing reading 
and/or writing to the Music Folder not only gives you access to the Music 
Folder of the user, but also other music related folders such as 
Library/Audio/Presets.

If you try to read/write to Library/Audio/Presets and the folder doesn't exist, 
it will throw an error.

This is the way it is for Mavericks. I don't believe they made any changes to 
this in Yosemite.
