Looks like MLS kind of grew up together with HPKE. This is different from published RFC COSE which has it’s own ECDH-based encryption that sort of competes with HPKE. (At this point I think we mostly agree that HPKE is better). I haven’t read carefully enough to know for certain, but it looks like MLS has quite a substantial auth system that COSE doesn’t.
