No need to change for C2PA – we are going back to one TST per signature, as we no longer have the multiple use case! But thank you for the consideration.

We change the header's CBOR type from `bytes` to `bytes / [ 2* bytes ]` and then let the application policy dictate how to use multiple TST values.
