No need to change for C2PA – we are going back to one TST per signature, as we 
no longer have the multiple use case!   But thank you for the consideration.

We are currently reviewing the feedback received and plan to publish
an updated version soon.

We believe we have identified a reasonable way forward for all the
items, except for one: Leonard's/C2PA need to accommodate multiple
TSTs associated with the same datum.

The solution to this issue is technically straightforward.  We change
the header's CBOR type from `bytes` to `bytes / [ 2* bytes ]` and then
let the application policy dictate how to use multiple TST values. In
fact, Orie has already sent us a couple of PRs [1], [2].  However,
it's important for us to first understand the underlying use case.

Leonard (and others who may have similar usage scenarios), could you
please help us with this?
