Jerry: I am surprised that our many experts did not answer your question about the patch. The fabric patch is designed to be installed on top of the plastic/nylon ring before you cut the hole for the inspection cover. Generally you put the ring and the patch on at the same time with clear/silver butlrate dope. Then follow with a second coat of dope before you put on the color. Cut out the hole for the inspection cover after you have completely finished the patch/ring installation.
