You are absoutely correct on the numbers MUST be 12" high to leave the U.S. As you stated, I have seen people use adhesive backed numbers and stick them on if they leave the U.S., then remove them when they come home. The post I like best was the "Mandated BAR CODE" I hope the FAA does not see that, or they just make it mandatory!
