This is only a suggestion, but I flew a 415 that had been rebuilt from
several others one time, and it
had a brand new zero time engine.  We flew it around for a couple of days
attempting to burn off some of
the "new" and it had that nose heavy attitude in cruise, till the
tachometer cable broke.  I installed
the new cable and Tack, or rather a mechanic did, and the nose heaviness
went away!!

The old tachometer was 200 rpm fast, and we were flying around with the
whole thing in a strain.

That would be my first course of action, check the engine speed.
