Questions

Have three questions, Can't find the answer to two and don't know where to look for the third. Questions 1.    I have a metal McCauley prop on N99997 but after removing the elevator, I did not find any weight's that I keep hearing about as being installed in the tail section.  What is the reference to the addidtion of a weight or do I just get my center of gravity right by adding weights if required to the tail when I do the finlal balance after overhaul? 2.     I found two ground straps spanning the upper hinge on each rudder, but none on the elevator.  I can not find reference to a ground strap on the elevator in my literature or parts catalog.  Is there one on the elevator also? 3.    Can't seem to raise the FAA web page.  I need to look up some AD's and www.landings does not go back very far.  Where does one look for a complete list of AD's??
