that is the way it is supposed to work. The flow rate is slowed down by

restrictor so that the nose tank does not overflow out the fuel cap but
through the normal overflow line that keeps the fuel circulating

Anybody know of a restrictor for the fuel pump?

new pump since you don't know what you have and who made it that way.
Any suggestions on deactivating this 'feature'???
