Does the vacuum system of a 415-C have a filter? If so, where is it and how often should it be changed? What else could account for sluggish vacuum systems? The airspeed indicator was also reading about 60% of true air speed. I am guessing the pitot is both static and ram air for everything. I have just removed and cleaned it out. I have not taken it up yet but I am wondering what else to think of if (when) it still behaves sluggish.
