Rick, If you have the STC and all of the paper work that goes with it, forget the FAA. Just get an IA to fill out a 337 for Major Alteration and in block 8, he just has to show that approved data was used for the transition to 415-D. Now I have not looked this up but I did an Aeronca from 11AC to 11BC and it is still registered as 11AC/BC, so you may have to modify your data plate to reflect. This info. should be in the approved data with the STC packaged paperwork. Also in the FAA inspectors handbook, if one inspector gives you an answer like that, you are perfectly within your rights to ask for a knowledgeable inspector to talk to and get it done. In my opinion the IA would be your best route.
