The mixture control on the Stromberg is not intended to be nor is it an idle cut off. It uses vacuum generated by the flow of air in the venturi to reduce pressure in the float chamber and lean the mixture. At low speeds there is insuficient vacuum and the mixture control is inefective. Add to that the fact that many Stromberg mixture controls are wired in the full rich position and the cable is not installed. The Marvel carbs have a valve arangement which will completely shut the fuel off. Neither of these, nor the fuel shutoff on the tank, should be relied on to prevent the engine from starting. They can both leak enough to either refill the carb or at least the mixture tube, which is plenty to fire the engine and kill you.
