Some time back a member had elevator flutter when the trim wire broke. He was asked if the springs that are on the trim tab to prevent flutter were installed and in good shape.
I never saw the answer. If indeed the springs were there, and in good order, and flutter still occurred, then maybe replacing the wire at every annual might be a good idea.
