It is for cruise, not climb. In full power climb the airflow through the cowl is less and the heat generated is greater. If you have a Stromberg, don't lean unless the density altitude is at least 5000 ft. With a MS carb, don't lean unless the power output is less than 75%. BTW, you should see higher static rpm on a hot day than a cold day due to reduced density and prop load.
