Paul:   I think that the ballast in the tail is to keep the empty CG
within 
the limits that require no further computation. As I recall, there are
limits 
in the type specs which if your Coupe is within, you need not do any
further 
computations. However, if your empty CG is not within those limits, ie
either 
fwd or aft, then further computations are required to ascertain if there
may 
be a weight (less than maximum gross) at which loading will put the
aircraft 
out of CG. Either a full baggage compartment and a light pilot, or a heavy

pilot and no baggage, etc. Our Coupe had 3 1/2 pounds of lead in the tail 
when we bought it. However after all the modifications and O-200 addition,
we 
did not need the weight in the tail any more.
