Two things to consider...
    1- Don't forget that the nosetank overflow (from the fuelpump
overfilling the nose tank) only goes
into one tank so that tank should always have more in it than the other
one.
    2-If you disagree with #1, switch your two wing tank caps and see if
the same one still has the
higher level. If the caps are equal, this will be the case.

    My left tank is always lower than the right one after I've been flying
for a little while. I
attribute this to the fuel being returned into the right tank therefor
keeping the fuel level higher.
    As long as the nose tank stays full I know I have about an hour left
so I don't worry about the two
wing tanks being level. I usually fly alone so the heavier right tank
offsets my weight.
