Now keep in mind there are many nearby schools in this area having halloween parties, so I think the 1000 ft. rule does apply. I observed the following infractions: No Nav lights displayed, however there was a reflection off the wart on the nose of the pilot... (Green in color so I'll have to assume this was on the Starboard side...)
