  The "eyebrows" allow clearance for the spark plug wire connections.
The Ercoupe cowl was sort of an add-on, occuring late in the design
process.  In fact, they had already been approved with a 4-cylander
inverted in-line engine.  When Conteninal came out with the cheaper
engine, the took it and schlocked a cowl together.  That's the story
behind needing stainless steel over the gas tank when increasing the
engine horsepower.  And they did not think of radios.  So the original
cowl design was too low for the shielded wire connections.
  Now, some persons have rewired so the connection is lower.  Then the
eyebrows can be eliminated.  I like to pretend that mine are gun ports,
though.
