I wonder if the voltage matters? Maybe it's the current capability that counts. Isn't the voltage only going to rise to the point where the spark occurs? If there is a plug connected, does the voltage really get anywhere near 25,000 volts? I don't think it does. 5000 maybe? My arc welder doesn't have enough voltage to jump much of a gap, but when it does, a really good high-current arc results.
