I tried both ways, no change.  The option appears to be always enabled 
no matter what I have in the config file.  I reinstalled the Debian 
package, and it started working...so the problem here appears to be with 
Debian and not Courier.  Now that this option is working, I can see that 
it forces TLS connections over both ports, not just 110.  I found a 
patch for that on the Debian bug list and now that option is only for 
port 110 and I can use a SSLv3 connection over port 995 without 
requiring TLS.  Once again, an apparent problem with the Debian package.

Well, the reason (I'll let you decide if it is a good one) is that I'm 
running Debian stable which is just now over a year and a half old.  The 
good news is that the next stable release is scheduled to be released 
any day now...
