Assuming your vpopmail is installed in /usr/local/vpopmail:

Is your /usr/local/vpopmail/lib/libvpopmail.a readable for the user compiling 
courier-imap?

Test it with "strings" like this:

PASS:
$ strings /usr/local/vpopmail/lib/libvpopmail.a > /dev/null
$

FAIL:
$ strings /usr/local/vpopmail/lib/libvpopmail.a > /dev/null
strings: /usr/local/vpopmail/lib/libvpopmail.a: Permission denied
$

If the test fails, fix it with:

$ su
# chmod 644 /usr/local/vpopmail/lib/libvpopmail.a
# exit
$

And try compiling courier-imap again.

If your vpopmail is *not* in /usr/local/vpopmail, then courier-imap configuration 
scripts have mis-detected your installation directory and the linker really can't 
*find* libvpopmail.a rather than being unable to *read* it (because it's looking in a 
wrong place).
