It seems implausible that your system password changer waits 15 seconds before updating the login password.

Go ahead and make the change, but I'm pretty confident that it's not going to work with 30 seconds as well. The real problem is still to be identified.

Could you be getting caught by the authdaemon timeout?

#define TIMEOUT         15

If the web page comes back with the error after 15 seconds rather than 30,
then this could be it.
