Ahhh...I was unaware of those files.  I think you should rename them.
Having two files of the same name in a single distribution is somewhat
confusing.  imapd.conf/pop3d.conf?  Perhaps just changing the README to
specify the /etc/courier/pop3d file would be good enough.

Anyway, I found the setting.  Thank you for pointing me in the right
direction.
