Remove the domains from "locals". It's not valid to have a domain configured both as hosted, and local. Look at the man page for "courier", and read the "hosteddomains" section for more information.

Removing the domains from locals should be the only change required.

And now for my question: I would like to add a second domain to this setup (lets say bar.com) where mails to <user>@bar.com gets delivered
 to <user>@foo.com. What is the best way to do this? Any suggestions?

Your "hosteddomains" file should look like this:

foo.com
bar.com foo.com
