Remove the domains from "locals". It's not valid to have a domain configured both as hosted, and local. Look at the man page for "courier", and read the "hosteddomains" section for more information.

...I misread your description, and thought you said that "foo.com" was in both files. If your users really are stored with "id=<user>@foo.com", then I still assume that is the case.

If the domain were local, you would only have to add bar.com to the locals file. All users and aliases would be members of both domains. The "locals" and "hosteddomains" sections of the courier man page should explain why.
